Spray the slow cooker with nonstick cooking spray.
To the slow cooker, add the cut potatoes, diced onion, corn, chicken broth, salt, and black pepper.
Stir to combine. Cover and cook on high for 4 hours or low for 7 hours.
Whisk together the half and half and cornstarch. Pour the mixture into the soup. Stir until blended.
Re-cover the slow cooker and continue cooking for 30 minutes to 1 hour.
Stir the bacon into the soup before serving. Garnish with sliced green onions and shredded cheese, if desired.
