In a large mixing bowl, use a hand blender with beaters attached to whip 2 cups heavy cream until stiff peaks form.
Gently fold in 1 (14) ounce can, sweetened condensed milk, 1 teaspoon peppermint extract, and Green food coloring (if using) until well combined.
Fold 1 cup chocolate chips into the ice cream mixture until well combined.
Transfer the mixture into an ice cream container, loaf pan, or an airtight covered container, smoothing the top with a spatula.
Cover and freeze for at least 6 hours or until firm.
