- Alternate between the flour and milk and gradually mix until combined.
- Spoon 1 1⁄2 Tablespoon of batter into the prepared whoopie pie cavities or on the prepared baking sheet. If using a baking sheet, be sure to space the batter at least 3 inches apart as it will spread.
- Bake in the oven for about 10-12 minutes or until the tops are fluffy and bounce back when touched.

- Pipe frosting onto the bottom of the whoopie pies place the top on top of the frosting and press down lightly.
